HS codes needed for cargo shipments to UAE

With Finnair flights to Dubai starting again for the winter season, we would like to inform you of an important requirement related to shipments entering the United Arab Emirates.

As part of the UAE National Advanced Information Centre (NAIC) requirements, airlines are mandated to ensure complete and accurate cargo data submission prior to departure. 

According to the UAE requirement, effective since July 2025, the inclusion of the Harmonized System (HS) Code will be mandatory for all shipments bound to the UAE.

Why is this important?

  • The HS Code is a critical element for customs risk assessment and clearance.
  • Missing or incorrect HS Codes may lead to:
  • Rejection of shipment data by NAIC
    • Cargo not being accepted for uplift by Finnair
    • Potential delays and penalties

What forwarding companies need to do:

  • Ensure that air waybill (AWB) and all house air waybills (FHL) are submitted with the correct HS Code for each commodity.
  • Verify accuracy of the HS Codes provided to avoid disruptions.
  • Coordinate closely with shippers to align documentation and cargo details.

Finnair system is aligned to comply with NAIC regulations. Shipments without HS Codes will not be processed for acceptance and departure from Helsinki (HEL).
