New declaration procedure in Beijing (PEK) and Shanghai (PVG) for import transfer cargo
Important instructions: New customs declaration procedure in China for import transfer cargo via PEK and PVG.
A shipper or a forwarding company on the shipper’s behalf, must fill in the attached Import Transfer Cargo Declaration Form for each import cargo shipment (AWB/HAWB) going via Beijing (PEK) or Shanghai (PVG) to any other city in China
In the Declaration form you must provide the following information:
- HS Code
- Commodity Description (in Chinese)
- Piece
- Weight
- Price
- Name of currency
Failure to provide this information will result in the shipment being stopped by the Beijing/Shanghai Customs.
Full instructions for shipper/forwarding company at origin station:
- Fill in the IMPORT TRANSFER CARGO DECLARATION INFORMATION FORM and attach the paper form to the Air waybill. (Note! Signature in column ‘Signature of Declarer’ must be handwritten.)
- One done, email the form to:
- PEK: capek-trf@airchinacargo.com with cargo.pek@finnair.com in CC.
- PVG: dd.transfer@pactl.com with cargo.sha@finnair.com in CC.
Always remember:
- One air waybill per Import Transfer Cargo Declaration, sent together in one email.
- Email subject must be the air waybill number.
- The form should be in Excel format.
- The form contents must match the paper copy, but the 'Signature of Declarer' may be typed instead of handwritten.
If a form is not attached to the AWB upon arrival the shipment will not be forwarded unless a signed and completed copy is provided. If the form with required declaration information is not provided, an overdue fine will be charged after 14 days of shipment arrival.
Should shipper need assistance, e.g. with trade names, which must be in Chinese, they are advised to communicate with the consignee.
Please note that it is mandatory for shippers to attach the packing list and invoice (commodity in Chinese) to the paper AWB for each import transfer cargo via Shanghai to domestic destination in China.
